Economic Operators Registration and Identification (EORI)
For the purpose of identifying economic operators in a uniform way an “EORI number” is used throughout the EU. The corresponding Regulation (EC) No 312/2009 of 16 April 2009 on the registration of economic operators was published in the Official Journal of the European Union on 17 April 2009 (OJEU No L 98 of 17/04/2009, p. 3).
What is the Purpose of an EORI Number?
The EORI number:
- uniquely identifies economic operators and other persons in their dealings with the customs authorities;
- must be quoted in all communications (applications during the customs procedure, customs declarations, appeals etc.) between the economic operator or other persons and the customs authorities (including in other Member States);
- is also used when exchanging information with other customs authorities and other authorities.
Who has to Register?
All economic operators who conduct activities (including passively) within the scope of their business activities that are subject to customs law (e.g. as an importer, exporter, declarant, authorisation holder during customs procedures or similar) and that have their registered office or residence in the customs territory of the Community (specifically, in Austria) must register with the Austrian customs administration to be allocated an EORI number.
Non-economic operators (e.g. private individuals) can also register.
Each economic operator is allocated a single EORI number, which must then be used by the economic operator and, where applicable, by branches of the economic operator throughout the European Union.
Attention: Representation by professional party representatives is currently not yet possible!
Notes:
Only one EORI number is issued for each economic operator or for each private person, which must subsequently be used by the economic operator and, if necessary, also by branches of the economic operator or by a private person within the entire European Union;
It should be noted that an EORI number is not mandatory for the receipt of a parcel shipment if it does not contain goods covered by the aforementioned CBAM Regulation.
The EORI registration process
As of June 6, 2024, EORI registration will be carried out as self-registration via the 'Portal Zoll/Customs Decisions Austria' of the Austrian customs administration.
No action is required for existing EORI registrations - they are still valid!

- As a natural person (including sole proprietorship), you can access the 'Portal Zoll/Customs Decisions Austria' via FinanzOnline (FON).
- We recommend that sole traders access the 'Portal Zoll/Customs Decisions Austria' via FinanzOnline (FON).
- Please note that registration for FinanzOnline may take some time. We therefore recommend that you apply for the necessary accesses in advance to avoid waiting times for EORI registration.
